Very intriguing, Angie. It looks like a simple toilet paper dispenser in a cool washroom stall (I love the mosaic effect with the jagged pieces of glass.)
But judging by your question, there is more to this than meets the eye!

Sandra and Annie you both got the first part right it is a toilet paper holder. But it is not in the Louvre nor in Paris.
Hint: it is a town in Provence that so many people from Slowtrav talk about all the time.

I also thought it was a toilet paper dispenser before seeing your answer. Now that I know it is in Provence (which I think means the Nice area), I will guess it it as the Cannes Film Festival? Been to Nice but not Cannes.

It i pretty obvious a TP holder but where.
Another hint: It is the toilet of a very nice cafe right next to a big area for playing "boul or petanque" under sicamore trees at the entrance of "the" town.

Okay it is in Saint Paul de Vence, the big cafe just outside the medeveal wall at the main enterance.
