Review 5548: I Love Paris, Luxembourg Val de Grace

I rented this apartment in Paris because I had tickets for the French Open (one of the four annual Grand Slam tennis tournaments) and the location of the apartment was convenient to Roland Garros Stadium.
Small grocery and retail shops were within walking distance.
The apartment was located one flight up a very narrow stairway in a small building. It was clean and well appointed but not quiet at all. The stairway going past the door to my apartment was so narrow that anyone carrying anything of some size would turn sideways on the stairway and end up bumping my door. This made me wonder if someone was trying to get in or, at least, trying the door to see if it was locked. There was a bar located at ground level next to the apartment building. It opened at 5:00pm and didn't close until 3:00am the next morning - sometimes later. Every night they played very loud rap music and the bar patrons would talk, laugh and sign very loudly over the sound of the music. This went on for nine nights and I was unable to get a good night's sleep the entire time.
The apartment was small but clean and well appointed.
The bed and the bathroom were satisfactory.
Adequate for a small meal.
Problems or Bonuses
The nightly noise from the bar described above was exhausting. In addition, the telephone was programmed to ring at midnight every night. I asked the local agency representative to fix it. He said he didn't understand what would make the telephone do that and didn't know how to stop it. He suggested that I unplug it but there were so many wires, I was afraid to unplug anything.
The agency asked for and were given complete details of my flight and time of arrival in Paris which was 6:45am. Their standard check-in policy is between 2:00 and 7:00pm unless earlier arrangements are made. None were. (See below.)
Agency and Representatives (and price)
By the time I arrived in Paris, I had been traveling for nearly 18 hours. The agency's arrival instructions read as follows, "Due to previous experience with delays, we require that you call us after clearing security and having collected your bags on one of the following numbers to let us know that you are on your way." (Followed by two names and phone numbers.) All I got were recordings saying to leave a message. At 7:45 I took a taxi to the apartment and arrived there at about 8:15. I used the door code to enter the building, sat on the stairway, tried to call again and then waited for someone to return my calls. At 8:30 someone called and told me they didn't like to enter the apartment building before 11:00am so as not to disturb other residents in the building. Finally, at about 9:00 o'clock someone came, opened the apartment and gave me a very quick (about five minutes) explanation about the TV, kitchen and bathroom. I paid $1,850. for nine nights.
Do you recommend this vacation rental to others?
I would never rent an apartment again from ILoveParisApartments.com. After I returned from my trip, I called Kimberly Fretz, the person in the U.S. who runs this web site. She asked me to write her a letter detailing my experience and said she would consider a reduction in the rent I paid. I wrote the letter but she never replied in spite of several attempts to contact her again.

I was born in France and spent my adolescence in Paris. My husband and I consider it our favorite city in the world.
